It depends on the maturity of the two teens AND legal requirements of the state. If the 19 year old is a very experienced college sophomore male "player" and the 17 year is young naïve female high school junior who has never dated before it could be a disaster (at least for her).
However, if both teens are within a year or two of the same grade in school and are fairly similar in experience it can be a good match.
It also depends on what your state considers "age of consent". In most states having sex would probably OK but don't just assume that it is legal unless you have a desire to be arrested for statuary rape.
Do you mean like HS senior and college freshman for example in your regards to within a year or two at school?
Some people have a problem with this? It's only a lousy two years. That's nothing. Where I live the age of consent is 16. So a 16 year old could date a 40 year old if she wanted to.
The only 'problem' is if your particular state says a teen has to be 18 in order to LEGALLY consent to sex. But even if I lived in a state where you had to be 18 (by law) I still would not push the issue. It's 2 lousy years. Why waste the courts time bringing a charge like that against a kid. Some courts wont even bother with only a 2 year age difference. I mean come on.
Most teens dating that I know have at least a 2 year age difference between them.

Yep. The numbers themselves, no problem. But if she's, say, a high school underclassman and he's a college sophomore (or has been in the workforce a while) I would be seriously wondering why he's trolling for HS kids.
