The FAQ on that site says they are for cleaning hands, not personal hygiene. I wouldn't.

I think baby wipes are cheaper than "personal hygiene" wipes. Walmart and Target have pretty good prices.
I'm looking at a container for Wet Wipes Sensitive Skin (light green container Extra Gentle).
"Pediatrician tested and clinically proven to be safe for babies, hypoallergenic, non-drying and non-irritating, these wipes are gentle enough for even sensitive skin." It does say "Hands and Face Wipes".
So take from that what you will. I have very sensitive skin (obviously adult) and I have used these for years with no problems. I keep them in the kitchen, bath and car.
My mom is a big wipes fan and as far as I can tell the only real difference between them is whether or not they are flushable. They all contain the same active ingredients and have different additives like Aloe depending on the brand. Baby wipes are just universally called baby wipes, while the adult ones are divided into hand/face or general cleaning, which are non-flushable and bathroom ones that are flushable.
If anything it looks more like market speak than anything else.
I definitely wouldn't use the antibacterial hand and face wipes on babies' sensitive bottoms.
If there is citric acid or alcohol in them, that could be very irritating.
Most baby wipes have a skin conditioning agent to soothe and protect baby's delicate (diaper area) skin.
Many also have a patterned texture on them which helps to clean the pooh off.
