That is incorrect.
A child can hear, but not be hearing well-think about if you have a headcold, you can usually hear but sort of muffled. My child's ENT said, If a child has fluid in the ear behind the eardrum, it can cause sound to be muffled. Good hearing is important for speech development. A hearing test is an easy way to find, or rule out, a simple-to-resolve issue like fluid.
