For biggest, you can look up the population stats on City-Data. It is not a matter of opinion. They also give "metro" populations, if applicable.

overall, that whole area is either run down or staying about the same. punxsy gets worse every time i go through. st. mary's has a lot of traffic, but not a whole lot else. I like brookville and dubois. Dubois overall is probably the biggest, not on population, but on size of the town and everything that is there. DuBois has a mall, a few shopping centers, a few restaurants (I like Red Lobster) and nice schools.
Personally, I love that part of the state. Not many people, not much traffic, just nice, small towns. Some people like that kind of life, some do not. If you need large shopping centers and concerts and museums and stuff like that, then this part of the state is definately not for you. if you like more outdoorsy stuff and a mayberry type of life, then this part of the state is just what you're looking for.

Beatiful area--very rural, lots of small towns. DuBois is a nice town. Not run down (Although it has been about 3 years since I went through there.) Punxsutawny,Emporium, and Brookville are small towns. Bradford seems like kind of a depressed town. Clarion is a college town. Not familiar with the others.

If you are into outdoor recreation, this is the area. There are endless creeks for trout, bass, pike, etc. There are nice small towns, but you'll find old family names, and old family money, and the attitude that goes along with that. It is not real culturally diverse.

I wouldn't consder any of those cities Western PA. Western PA is generally considered anything from I79 west to the Ohio border.

Ridgeway is an interesting place, very scenic and seems to be rejuvinated by an annual chainsaw carving event. Also check Warren, Franklin, Titusville, and Oil City. All are somewhat depressed economically (old oil towns) but I think they all have that special Pennsylvania small town charm.
