I am looking to move from Upstate, NY around Rochester to PA. I originally hail from Philadelphia and grew up learning about Pennsylvania. Since my family moved to NY I have always just felt like an outsider here. Plus the cost of living in this state is very high. Also gun rights are important to me and NY is very unfriendly in that department. PA just seems like home and I thus would like to move back there. Upstate, NY did make me fall in love with rural areas though (it is beautiful up here), so I am looking to move into a rural area of PA.

I am currently 30 and will be attending school to become a machinist, so when I move, I will be looking for machinist jobs. Are there any particular areas of PA where machinists are particularly in demand?

The gun laws in NY are ridiculous and are also a small part of why I want to leave. Its because of the laws in NY that my AR looks like a nerf gun that has been painted black, and that it took me over a year from start to finish to get my pistol license. Its a very liberal state.

My husband works at a small company in Bucks county PA. They don't hire often, but when they do, they have a hard time finding trained machinists. I understand that's the case around the country and would suggest that you pick a location, start looking for a job and move after you've secured one. I would suggest looking in the Northern tier of our state for the other reasons you mentioned, and also Pittsburgh.
