Columbia - town struggling to shed a reputation for being a dumpy river town. The streets are horrible, the taxes are high and a plethora of row homes at cheap prices invites the less-than-stellar to own/rent. I'd rather live in Wrightsville right across the river.

Silver Spring isn't much of a town really. Rural and sort of a suburb lodged between Centerville and Columbia/Marietta. Not much there other than a couple of eateries, gas stations and a post office. Doesn't really matter though as you are minutes from a lot of more urban areas.
