There are some great cities and small towns but here's some of my favorites:
Cranberry
Pleasant Hills
Monroeville
Punxsatawney
Robinson Township
Belle Vernon
What are your favorites?
Have you actually been to any of those places?
Some of those places are not exactly towns, they are just sprawling areas of strip malls. I can't say that I have ever heard any of those places listed as anyone's favorites.
Have you ever been to Ligonier, Beaver, Grove City, Ohiopyle, Indiana, Sewickley, Somerset, Aspinwall, or Mt. Lebanon?
BTW, the movie Groundhog Day was not filmed in Punxsutawney. The film was shot in Woodstock, Illinois.

I agree that many of the places listed by the OP are not really towns. I like Cranberry township in Butler county as it is a nice suburban area in close proximity to Pittsburgh and Interstate 79, but it is not exactly a town or city. I really like Warren as a nice small town and I love the architecture and views of the mountains and the Allegheny River.
Grove City seemed nice the two times I was in it. It had the best outlet mall I have ever seen, even for Pa where outlets were born. It seemed quiet and rural but had a better vibe than the areas around it. Slippery Rock was nice too and maybe its the small college towns that have that something extra. Plus nearby were some great scenic areas near McConnell's Mill.
A little bigger in size was Butler Pa which had a fantastic County fair. It also seemed to have some better shopping and commercial than areas more to the north. The downtown seemed bustling.
How can Cranberry, Monroeville, and Robinson be considered towns?
