If unemployment benefits run out and you are still unemployed when eligible again, can you create a new claim if you have not been working since the first claim ran out?

Yes. You can re-open a Pennsylvania Unemployment Compensation claim. Here is the information on how to:

Of course you may still have to go through the approval process again. Hence I said "may", maybe and hopefully you don't. I'm not an expert on the subject. It's best to contact UC. If you can not get through to speak with someone or they're taking forever to respond contact your State Representative. Your district's office will put a flame under their butt and get you at least an answer to your questions in a timely manner if the reps office can not get the issue completely resolved.

If you have to go that route and get your rep after them and don't know who your rep is:

Go to your nearest State Representative's office. They should have a form to fax into the unemployment office and you will receive a response a lot quicker than trying to call them on the phone.
