The preliminary annual estimates should always be taken with a grain of salt, because they've been proven unreliable in many states, including Pennsylvania. If we need annual population data, then we need to start paying more attention to the
revised annual estimates. Those are probably closer to the truth than the preliminary estimates, but they're also much harder to track, because the Census Bureau never shows the preliminary and revised annual estimates side by side for the same year.
