Can't do better than Gettysburg for patriotic parades. Memorial Day parade is huge.

Lewisburg would also fill your needs, with all kinds of community activities, 4th of July parade and events, etc. It's like Mayberry, but with snow in the winter With two universities nearby (Bucknell in Lewisburg and Susquehanna in Selinsgrove) and all the small communities, you'd eventually be able to find work in a local PD or campus PD. There's also mall security nearby.

I agree that the Gettysburg pa area is tops. And or some of the outlying areas of the Gettysburg area are really pretty.. Cumberland County has a small town feel to it in some places as well.

Look at York~there are two colleges, cost of living is low. Lots of opportunities to work in security/safety in the high school athletic events, Revolutions baseball games, mall security, fire police etc with the York Fair, parades, summer concerts, Street Faires, community parades (in other small cities like Dallastown, Red Lion etc.)

Centre County also fits your needs, like the towns of Bellefonte, Pleasant Gap, Centre Hall, and Boalsburg. Boalsburg claims to be the founder of memorial day, so there is a huge parade and festival that weekend. Bellefonte is a victorian town with lots of history and a great downtown. They have a parade there around July 4th for the local firefighters, since they are all volunteer. There is also a carnival too. The same happens in Centre Hall and Pleasant Gap every summer. The Grange Fair is in Centre Hall and it is a HUGE deal at the end of every summer. You are also close to State College and Penn State, with 4th of July fireworks and the Arts Fest. Centre county also has world class fishing, plus lots of State Parks. You can find a nice house on 3-5 acres in any of these towns, and still be close to everything you need in State College.

Grange Fair - Centre County Grange Encampment and Fair, Centre Hall, PA
Spring Township (Pleasant Gap)
Centre Hall, Pa - Community Site
Boalsburg, PA
Victorian Bellefonte (http://bellefonte.com/index.shtml - broken link)
Good luck and enjoy retirement!
