I am planning to relocate in Chester county area.
Is there a law which prohibits 3 people(2 Adult and 2 Year kid) to be in 1 bed room.

You would have to ask the landlord. If you do not have the number of occupants listed on the lease then you may be ok. If they list the number you could have issues.

I want to rent out my 3 bed 1 bath home that is 1000 sq ft; is there a minimum number of occupants for this house? reason I ask is because i have a family that is interested but there are 7 of them.

Both of the posters who asked the question need to call the local government, especially if the house is located in a Boro, Town or City. College towns especially in PA have occupancy limits but many others do not or the rules are fairly loose. Some rural Townships have essentially no limits. If in a planned community you would probably run into HOA covenants.
