Seven - what is keeping you from returning to Arizona, if you enjoyed it there? You don't like rural PA, and you don't express any interest in either Philadelphia or Pittsburgh.... so I guess I'm not real clear on where you would want to move in Pennsylvania.

I think since you live there you should go on road trip around the state and check out what you might enjoy.

Out-of-state suggestions - you might enjoy Montana. Outdoor activity and mountains. I would only ever recommend western Montana. Look at a map of Montana. Great Falls and eastward - please don't. It's ugly. Great Falls is actually looking rather green right now, because we've had a lot of rain. But it's usually kind of brown, with a few trees throughout the city that you only really notice when you're up on the hill looking down. To tell you the truth? All the pics of Great Falls on this page: //www.city-data.com/city/Great-Falls-Montana.html If the page had a groin I'd be attempted to kick it, because they make it look more appealing than what it really is. I'm here every single day. That pic of the airport rocks... the brownish/yellow grass. That's what most of the scenery around town generally looks like. The Rainbow Dam is nothing. See it once, even for 30 seconds, you don't need to see it again. And THAT is the "Falls." That's it. There's no such thing as "Great Falls".... I don't know why they call the town that. We don't have any "falls."

Kalispell, Missoula, Bozeman, Butte.... might be work checking out. Missoula is the most liberal town in the state, if you swing that way. (Many conservative Montanans don't care for it and try to pretend it's not part of the state. haha)
Oh and another requirement - you have to not enjoy big city life too much. In Montana there's really no big anything. Closest major U.S. city - Seattle. Closest Canadian - Calgary. But I don't notice many Montanans motoring up to Calgary for a good time. lol
And I personally find Montanans a little standoffish, but that's another topic.

Northwestern Wisconsin might fit your bill for good outdoor activity. The cities of Rice Lake, Eau Claire, Hudson, There is a great ski area called Christie Mountain a little south of there, but Wisconsin has no actual mountains. It is next to the Blue Hills though, so you could get in some hiking.

As far as hicks and losers, every place has their share. EVERY place.

People who mentioned Colorado, that is a nice state too. Winter weather seems a little intense for me though. What I see on the news every year for the past 2-3 years.... Jesus. And I'm not positive, but I think they're similar to Montana in that they don't plow very well.

Western Washington is very nice. I would happily live there if I had any family connections. Got green scenery and mountains.... and ocean very near!

Although the nearest point of the Home - Appalachian Trail Conservancy (http://www.appalachiantrail.org/site/c.mqLTIYOwGlF/b.4805859/k.BFA3/Home.htm - broken link) to Johnstown would be in the Carlisle area a good 2.5 hours away, the Laurel Highlands National Scenic Trail (http://www.dcnr.state.pa.us/forestry/hiking/laurel.aspx - broken link) does go from Seward near Johnstown south to Ohiopyle, and ExplorePAtrails.com reveals quite a number of hiking trails (perhaps even more scenic than the nearest A.T. section) accessible from Johnstown. I've sometimes thought of moving there myself.

I would recommend the Morrisons Cove area. The towns of Martinsburg, Roaring Spring, and Williamsburg. Very rural, little crime, and just a short drive to Altoona. Cheap living and houses aren't that expensive eaither. Lake Raystown is just over the mountain. Plenty of biking trails.

For the OP who wants to get away from substance abusers, it might be a selling point that Prohibition has never ended there.

Make that 12.7 million people officially. Clearly, everybody's "leaving in droves" because the state is so "backwards." [INSERT RACISM COMPLAINT HERE]

(By the way, is there a more hackneyed phrase than "leaving in droves"?)
