Searching For an Adopted Half Sibling (records, child, sister, birth)

Somewhere in this world I have a half sister or brother. I do not have much info, but I do know where the child was born. Virginia makes birth records public 100 years after they are issued, so the Dept. of Vital Statistics is no help.

My mother had a child that was put up for adoption at birth, a couple of years before I was born. I know where and roughly when, but that is all I know. I would love to find my sister/brother.

I am open to suggestions about how to proceed with this.

What is a couple of years before you were born?
