I recently mailed a benefit brochure at the "media" rate recently, the lowest possible rate of $2.41. It came back to me "opened"- did not qualify as media mail. When I took it to my local post office, they refused to credit me the $2.41 to apply toward the "priority mail" rate (4.95). Was I wrong to demand the difference as credit to the Priority rate? Was I "double charged"? The manager told me that I asked for media rate, but wasn't qualified, ie, I paid for that mail's trip to nowhere.

Unfortunately, I think that I'm stuck. UPS charges something like $10 for something similar at "ground rate".

If you play with fire you are going to get burned. Learn what qualifies for media rate postage and move on.

Sure, but most ppl are pretty unknowledgeable about that stuff. I've worked for a mailer and once was quite familiar with the Domestic Mail Manual. (My favorite mail regs are those for mailing Live Scorpions.)

My pet peeve is that magazines with advertising don't qualify as Media Mail or even as Bound Printed Matter. Why a magazine published 50 years ago - the advertising is of no commercial value now - doesn't qualify doesn't make sense to me. Who decided?

A lot of eBay sellers and buyers have been burned on this.

Is it normal for the USPS to rip open any mail that they suspect of not qualifying as media mail? Wanting to give them the benefit of the doubt, I thought that maybe the scotch tape on the envelope peeled away due to the scorching heat here in texas.

USPS routinely opens media mail.

I'm a member of paperbookswapcom - and I'd say about 50% of my received packages have been opened.

I routinely mail books and none have ever been opened. If you used media mail and knowingly shouldn't have, just move on already!

Strange that you're insinuating me with trying to dupe the USPS when you don't even know me. I told the original postal service employee what was inside and she stamped it "media mail".
