First, can somebody please give me the dummies explanation of who's eligible? I'm a single, head-of-household Californian, who made less than $75K last year (closer to $40K, since I was unemployed for a few months). So would I be eligible for this?

Second, my roommate had a question about his status... he's not a US citizen, but working here totally legally (I think he's a "permanent resident" or something), and also made less than $75K. Is a non-citizen who pays taxes eligible? I'm a reference librarian, so obviously I can do some research on my own - but I'm kinda clueless about this issue, so figured it would help to get a "real person" answer. Thanks in advance!

Of course, most of the middle class will not receive any money. Couples with income over $150K/yr won't get a penny (not that $1200 would really make a difference anyway).
That last paragraph is wrong. According to the IRS site the poster above me linked to:

"Payments to higher income taxpayers will be reduced by 5 percent of the amount of adjusted gross income above $75,000 for individuals and $150,000 for those filing jointly."

I just want to know why single people with no children either rarely get anything back or they get the least bit possible???? I paid more in taxes than several of my friends who have dependents did and I get little to nothing back while they get thousands.

When will the government go to the market to borrow 168 billion dollars to fund this stimulus? Notice that interest rates have started to move back up. Even at 4 percent interest, this unfunded program will cost nearly 720 billion dollars over the next 75 years assuming that the debt just keeps getting rolled over like the other programs.
