The percent thing is a stupid rule of thumb anyway. There are many factors involved to make some rule of thumb about how much someone should spend on housing.

There should be, but homeowners have vested financial and lifestyle interests in preventing that from happening.

Yes, and non-homeowners share moral culpability when they fail to attend local city meetings or fail to vote in local elections (if eligible). Those provide the non-homeowners the opportunity to have a voice. Use democracy - or lose it!
