My husband and I will be travelling to Philly in early December, staying at the Best Western Independence in the Historic area.
From what someone else stated, there's no parking at the hotel, you have to park about 2-3 blocks away. Is it a safe area, safe to walk early evenings to and from restaurants - if there's any good restaurants in the area?

We'll just be staying for 3 days. We're history nuts, and the Independence hotel ambiance is one that I thought we'd enjoy, as well as being right there in the historic area. But, if it's not safe, then I'd rather visit for the day and drive back outside of Philly to a nice hotel.

Otherwise, I can cancel our reservations there, and will take any and all suggestions to stay outside of Philly - what areas / hotels?

Also, are there any bus tours for the historic area, etc, similar to the Washington DC 'Blue Tour'? I'm handicapped, can walk for a bit, but not for hours on end.
Any other tour that's recommended?

It's a terrific area with lots a good restaurants and much to see within walking distance. It is a safe area, but of course use common sense as you would in any city.

There is a tourist bus called the Phlash, but it only operates during peak tourist season, so it will not be an option in December. Nearly all the historic attractions are within walking distance, but public transportation is available as well.

I should clarify that the Phlash is not a tour bus, just transportation from one point to another. There is a tour bus that does hop on/ hop off tours of the city. Philly Trolley Works - Tours

The Phlash is a bus operated by the SEPTA local transit system. Its route is geared towards tourist-friendly stops but there is no narrating guide aboard.

Center City, particularly the neighborhood you'll be staying in, is as safe as any urban downtown. Of course, it's always helpful to be aware of one's surroundings.

I concur it's a great area to stay in. You won't need your car once you arrive and should leave it parked as driving around is not the way to see the historic area, it's best seen on foot. The area is completely walkable and pretty safe to do so during any reasonable time of day.

The area has some great restaurants, for the "nice" dinner you might want to check out Amada, Zahav or Buddakan.

Other less formal, yet "nice" places to check out are Cuba Libre and Spasso Italian Grill.

Lastly, cheap places can be found that are at least still interesting...and good. Try:
Sassafras (Great Burgers and Beer) Sassafras International Café - Olde City - Philadelphia, PA, National Mechanics (another nice pub) Philadelphia Bar & Restaurant in Old City - National Mechanics or Farmicia (great for breakfast, lunch or dinner) FARMiCiA RESTAURANT : Food and Tonics

That area is fine and there are a ton of restaurants. I stayed at the Holiday Inn at 400 Arch...a few blocks from this Best Western once. The Holiday Inn has a parking garage, but is a little further from the attractions. The Sheraton Society Hotel is a couple of blocks from there as well (on Dock St)...you could probably park in their garage and walk over to your hotel.
