Far from it. The confusing and arbitrary fee systems alone disqualify SEPTA.

SEPTA might smell bad and for another few months might be lagging behind in the technology department but it's actually a pretty good system. If it was actually funded it would be one of the better systems in the world.

I'm living in Australia now and while they're already using the farecard system that SEPTA will be adopting the system is expensive, slow and frustrating to try to figure out. There are no subways here. It's regional rail that runs every 15 minutes off-peak or buses on a network of busways.

With this new fare collection system it's crazy for SEPTA to keep running the RR Division like it's the 1930s. They really need to lower the price 15-25% and start running trains (maybe out to zone 3) on 15 or 20 minute headways.
