I am currently living in NYC but may be moving to PA within the next few months. My spouse has an opportunity to transfer to another job site which is in Center City. I am not neccessarily looking to move into Philly itself but more like the outskirts. I hear manayunk and conshohcken are decent areas, we want something that is not too far from Center City being that we only have one car right now, public transportation is also important. If anyone can recommend some SAFE, diverse areas, we are both in our late 20s if that matters. as far as rent goes we would prefer and area where we wouldnt have to pay over 1000 for rent. Also how is the job market? any information is much appreciated.

If you scroll down towards the bottom of the page - or top of the second page at most - for a thread called "How is the job market in Philly?" I would link to it but I'm on my phone at the moment.

criminal justice wont get you a job in it. the citys job market consists mainly of eds and meds but law is another place the city has a good amount of employment. the incredible shrinking school district means teaching is hard to come by. restaurants in the city are booming. for profit work is largely in the burbs. as a whole it could be better and could be worse but generally okay employment growth has been dragged down by losses in education.

Might want to work somewhere within walking distance of a train line in the northwest part of the city (manayunk, mt air, chestnut hill, roxborough, etc) or closeby suburbs. that would open suburban areas up to you for job search (ie. King of Prussia, Blue Bell, Horsham, etc) and your husband could take train to work.
