What are the laws/fines/convictions if my husband wants to take my son driving? He is 15 1/2 and doesn't have his permit. They have driven in a private property parking lot and around the neighborhood and have kinda master the area. What would happen if he drove less than a mile on all back roads if a cop stopped them?

Worst case scenario, a ticket for the father and the son will have to wait longer to get a permit/license. When can he get a permit? if it is when he is 16 why not wait? Why are you and your husband taking this risk? Bad mom and dad, Bad! You should know better.

So essentially you are teaching your child that breaking the law regarding PA's graduated drivers licensing program is what you should do.

Driving without insurance is illegal in Pennsylvania. Since your son does not have his permit, I think it's safe to say that he will not be covered by your insurance while he's driving your car. (Somone please correct me if I'm wrong.)
