You know, I have been gone from Philly for about 7 years and now that I'm back in the area again I have noticed things that I did not before such as the way the women talk.

But why do you say "distinctive, ruff, sort of hip hop,
NYC , tone in her voice." as if sounding like NYC is a compliment? I think what you are describing is Philly tone/accent.
