You know, I have been gone from Philly for about 7 years and now that I'm back in the area again I have noticed things that I did not before such as the way the women talk.

The women in Philly regardless of race, when they talk they seem to have some color/flavor to them. lol, I like it, I think its hott!

For example, today I went to a bank and there was this cute Indian girl but as soon as she started talking right away she had this distinctive, ruff, sort of hip hop, NYC, tone in her voice... Don't get me wrong there was no slang it was just the way she said her words.... Ohh and she was born and raised in Philly; I asked her...

But why do you say "distinctive, ruff, sort of hip hop, NYC, tone in her voice." as if sounding like NYC is a compliment? I think what you are describing is Philly tone/accent.

I'm new to Philly and have noticed that way of speaking as well. It's usually spoken in a friendly tone, but somehow makes you feel like they have some kind of harsh street-cred.

Its different, no doubt about it. Im not yet sure if I like it though... It is certianly gorwing on me, however!
