No. When I said it was "dead at night", I just meant there is nothing happening at that time of day. You won't help but notice the large glass building called Liberty Place across the street. It's an office tower with some retail on lower levels. But it closes by 7pm on most days.
As I said, you're in the heart of downtown. You'll be close to a number of options, some as close as the 1700 block of Chestnut. Assuming average street wisdom, you'll be fine in that area.
No. 1628 Chestnut = 16th & Chestnut. (Refer to above post about Chestnut.) As we mentioned, you're in the heart of center city Philadelphia there. Center city = fun, lively, walkable, historic, shopping, etc.

no, it's perfectly fine part of town. it's in the office district but unlike Pittsburgh, downtown Philly is still alive after five. you're a couple blocks from a buttload of bars and restaurants and near the market frankford el to 69th st. there aren't really bad parts of town in center city. the worst you'll get is a dead zone like the back side of the convention center where four points and the hampton inn is (they may be cheaper). I believe the holiday inn midtown express was recently renovated.
I realized we have to park our vehicle in a public parking garage for $31 for 24 hours and there is no in and out. So I'm wondering, is there a bus line that goes from 1628 chestnut st to the tower theater? How long of a bus ride is it? And how much is the bus?

You will want to walk to one block north to the Market Street Blue Line train (aka the Market-Frankford "El" to locals) at 15th Street. It terminates at 69th Street which is a short walk to the Tower Theater. Conversely you could walk down two blocks south to Walnut Street and catch the 21 bus to 69th Street. But be forewarned that it stops at Every. Single. Block on the way to and from.
The El would take ~ 20 minutes while the 21 bus could be double the time, with people likely coming home from Saturday shopping and work.
