I'd look in those two cities, and north or east of that location, in Phoenix, not in the immediate surrounding area of the hospital. It's perfectly safe to work in, but there are nicer areas to live in.

If you want to live close to work, you can find fine apartments nearby. I have friends live there, and feel ok.

I agree that you wouldn't want to live right there, but you don't necessarily need to go north or east. Go a mile west and you are into the historic neighborhoods, which may or may not appeal to you but are a much better environment than right around the hospital.
