The city of Phoenix needs to establish

"OPERATION GAP FILL" !!!!!!!!!

What this means is filling in that spot between DTWN PHX. and MIDTOWN.
What it looks like now is TWO DOWNTOWNS .

However if the city grants incentives for developers to build highrises in this area then MIDTOWN AND DTWN PHX. would look like one "huge downtown"

instead of two clusters of highrises.

I think that's going to happen eventually without a special project to make it occur. With light rail going up Central, the area is becoming a magnet for high-density development, and it only makes sense that vacant and underutilized lots near McDowell and Central will become attractive. Even if that occurs, however, the skyline north of I-10 will be a linear one along Central rather than a clustered one as it is south of I-10. I don't see that as a negative; in fact, it makes it easier to concentrate high-density development along the light rail line.
