Imho, I think you missed the point. People WERE doing something. What seems to bother you is that after consideration and speculation, you feel there could have been a better course of action. They were concerned and taking actions that were appropriate at the time in their situation given their experience and split second evaluation.

I have been in emergency situations (as we all have) and i have made the right call and the wrong call. I had a man die in my arms once and later we thought of 10 ways we could have saved him.

I do believe you are a man of action and would have had a more vigorous solution but again IMHO, your actions could just as easily have been inappropriate . Only hindsight provides perhaps a the perfect course of action.
