Along time ago that was the suburbs outlying the University. Since then the east valley has been growing outward leaving a trial of older unkept areas in it's wake like a tornado.
The hope on the horizon is that Tempe is now land locked, so, eventually a clean up crew will pass through those areas and add a new.
College students fill up the proximity within walking to ASU, the outlying areas are usually service workers families with work centered around the campus. There is also a barrio to the east of ASU off McClintock and Main st. from what I recall. Victory Acres. Similar to Guadalupe they might soon add some more shops, etc.

They will eventually need more housing for ASU and should expand.
I've noticed them already trying to expand down Main st.. Adding new condos, food joints and cleaning out the decay a bit. All in due time and money. lol

They have done some interesting work on that from the outside, haven't they? Haven't been in those apts in decades, don't know what the interiors look like. Cabana, I think the name of it is now.
