Thinking back, our power was out for nearly a day a few years ago and APS did reimburse up to some amount for food and medicine loss. In addition, they were passing out free dry and regular ice in the community.

Yep, most utilities will cover lost food/drugs if power is out for an extended term. They will also usually cover it if there's a spike that fries electronics when they turn it back on. At least that's been my experience.
