This. Most of our good friends we have made in our years in PHX started out at school and kid functions. Don't be afraid to be friendly - talk to other parents etc. It works and it pays big dividends in peace of mind when your kids want to do sleepovers or hang out somewhere if you know the parents.
Be aware that in Gilbert you may run into a special problem. If the parents are Mormon and you are not, you will never be very close friends with them. They are quite insular.
