I will need a rental car for 4-5 weeks.

I usually use Avis which seems to have the best rates in San Diego.

However, what about the Phx metro?

I don't have insurance so this will be needed as well.

I'ved used Avis many times in the Phoenix area and they have been great. They have locations all across the valley.

For that long a period, I would be looking at Enterprise. And I would seriously consider getting a AAA card or Costco for the related discounts.

I have the Costco card which Avis gives a ten percent discount.

I'll contact Enterprise and see what they say.

Avis has off airport locations which will save a lot of money, too. I have one close enough to me that I can walk there.

Avis is one of my company's preferred choices, so I will be using them during my work trip in Phoenix next week, but I have also used them for personal trips. Pretty decent.

Try the costco travel website as well - they list all of the major rental agencies and the associated cost.

I like Enterprise - they also have a few off airport locations which will save you on tax. I have picked up at an off-airport location and returned to the airport with enterprise with no additional surcharge for airport drop off.

Costco travel has found/offered the best rates for our long summer vacation rentals for several years running. I also use the enhanced rental insurance from AMEX - it's about $25 for an entire rental period (up to 30days). Over 30 days, you might want to contact your insurance agent, the rules change for longer rentals.

I always use Enterprise, never a single issue and their prices always seem to be less than their competitors. They also do have a lot of off airport locations.

Also, you might want to sign up for entertainment.com for car rental discount codes. Well worth the cost of membership IMO.
