Some people here know about past proposals for the East Valley to secede from Maricopa County, which would have included the cities of Mesa (county seat), Chandler, Gilbert, and Queen Creek, with some proposals also adding Tempe and I think one even added Scottsdale. Such proposed names included either Red Mountain County or Rio Salado County.

However, has there ever been any movement for the West Valley to secede from Maricopa County? I haven't heard of any such proposals. I presume if it were to occur, Glendale would probably be the county seat of the West Valley county.

Why would anyone want this?

I haven't heard anything. In fact, looking at a quick history of Maricopa County, the county was actually formed from parts of Pima and Yavapai counties.

Where would Phoenix fall in? It just seems like it would be a bad deal for the West Valley to split off from the economic engine of Maricopa County. Unfortunately, Phoenix and the East Valley carry Maricopa County's economy. Glendale has been near bankruptcy several times. There are really no concentrated job centers west of the 17 either (Deer Valley excluded). MAG's sales tax that covers transportation projects is for Maricopa County only. It would seem like a huge headache to have to organize a transportation vote for new county. Lastly, forming a new government for a new county would be a huge ordeal.
