On April 24th, we were traveling on Interstate 17 near Flagstaff. It was raining pretty good and we noticed that, for miles, the road was covered with a white foamy residue. When our truck dried off, there was a white residue that was hard to wash off. Do they use road salt up there and would it be on the roads that late on the year. Just wondering.... We are from MN and wanted to get away from such things.

It's probably the remnants of magnesium chloride. ADOT uses magnesium chloride and other deicer agents to help deal with the ice and snow that accumulate on that portion of I-17 during the winter. The rain combines with the magnesium chloride and deicer and develops into a white residue.
