I don't share your opinion about the County jails...Making life uncomfortable in Maricopa County jails seems to be having an impact on lowering the crime...criminals go elsewhere as the time in Maricopa is too unpleasant for them.
Did I read zippyman right in that he just called many of the Hispanic construction workers criminals...

No? Not even close even your data supports that.

The only real simarity between the two is the way they deteriorate. Detroit loses population in bad low density but urban areas like Phoenix does which leaves abandoned property full of squatters and problems but the scale isnt even close. That is because they both are very suburban in nature with small single family homes vs row houses or high rises in other towns.

Phoenix violent crime is pretty par for the course, petty crime can be very high though. But it's nothing like Detroit.
