I have a friend that's currently living in Phoenix in an apartment where utilities is included in the rent.

Everything was fine until they turned the A/C off last weekend. She's living in a second floor walk-up studio with only one window that faces the front which everyone walks in front of. Needless to say, she can't have the window open, even with the shades drawn, because it could still have prying eyes trying to peer inside.

She said it's supposed to be 80 degrees for the next two days and due to being on the second floor, the heat from the roof is affecting her apartment as well. When she moved in she was never told about this.

Is this routine for landlords to shut off the A/C at this time in Phoenix?

This is the first time I'm hearing of this scenario. I guess if the electric is included in the rent then the landlord can do that. Full utilities included in the rent is rare. Most apartment dwellers I know at least pay separate electric bills which gives them the freedom to control their own thermostat.

Interesting. She has two friends in separate complexes that have full utilities included, but unlike them, their landlords didn't turn off the A/C yet. She just moved there recently, so she doesn't know the protocol.

She thought it was an excellent deal to have utilities included, but she said she'd rather pay it separately from now on or just ask more probing questions with her next place.

Pheonix law as of June 27, 2015 requires a landlord to provide AC when the outside temperature is hotter than 82 degrees and for those equipped with swamp coolers no hotter than 86 degrees.

I don't know if it's routine, but same thing happened at the last apartment I lived in where electricity was included with rent.

82???? What Seattle transplant wrote that law? I don't know anyone in the desert who turns on an air conditioner when it's 83 out.
