Sunburst Farms in Glendale is an option, as I indicated upthread. If the OP uses that link in my first post, and puts in Glendale, several of the first listings are in Sunburst Farms, including one at 399,900 (others I saw without looking further are just a bit more).

Awesome properties and homes, surrounded by ghetto. Even the new developments mostly really nice houses are getting rented to section 8 renters at a high percentage. It's a bummer because, I really like the Laveen area, aside from a portion of the people living there. It's the nicest ghetto that I have ever seen. As a guy who removes asbestos and mold for a living, I spent plenty of time there during and after monsoon 2014.And prior to that I removed the asbestos storefront from the current Titlemax, before they opened, at 35th Ave and Southern. It was a closed carniceria at the time.

There are a lot of options throughout the valley. There are approximately 100 horse properties currently on the market for under $400,000.

OP, I remember looking at a home in Ahwatukee Equistrian Estates. I've no idea what the prices are, but the location woukd work. Personally, I think your price point is going to be low unless you accept an crazy commute. (But I am not familiar with Laveen.)
Equestrian Estates by Ahwatukee is way over their budget unfortunately!

Not true, actually. There's nothing wrong with Sunburst Farms, or some other areas. People who want horse property are used to commuting a bit further than most of us would like. I don't share the negative attitude about all of Laveen. My friends wouldn't live there if there was a safety issue. But the OP needs to check areas out for herself. There's a wealth of information on that site linked above about horse properties in the area.
