Conex/Shipping container barn permitting North of Surprize on 60
Beings a shipping container is not actually a permanent building, if I put a roof on a non permanent building would I need a permit? They would actually just be sitting on the ground with no foundation.

Are you in the city or the county? I know almost every city won't let you have the shipping containers on your property unless it's zoned industrial.

Check the county zoning ordinances, or call county planning and zoning and ask. Might as well go to the source.

Why would you spend all that money on materials & not lay down a real foundation? I havent looked that close at container prices, but a quick google-fu shows you're spending $6000+ for containers to replace a wood /steel wall that wouldn't cost that much?

Because I'll need to move them when I sell the house. Also I put can shop tools in a couple and saddlery in another and mount locking solid steel doors on them.

Per building code, most structures over 200 square feet in size will require a permit. All accessory structures must meet setback, lot coverage and height requirements, even if they do not require a permit. Any structure with associated electrical wiring requires a permit.
Additionally, you will likely be required to place the structure on a permanent foundation and, depending on the jurisdiction, must meet certain architectural design requirements (the county typically wouldn't require this).
It looks like you're out in the county's jurisdiction, so please consult with them prior to starting work. It is much easier to build the project as required than to try to remedy the situation after the fact - you don't want to be stuck trying to retrofit after the fact, or worse, having to tear it down altogether.
