I just had dinner on a patio in Scottsdale and my wife and I both have bites around our ankles...the saga continues.

Are there some sort of sand fleas? We don't feel the bites when they're happening, nor have we noticed any types of bugs hanging around.

There are 100's of different types of biting bugs around. Go to the store and buy some insect repellant with the ingredient DEET in it. Spray it on your legs/ankles. That will solve the ankle bite problem, arms too.
Then have a licensed bug exterminating company come i9n and disinfect your living quarters.

If you suspect fleas, bedbugs, or mites in your carpet, research food-grade diatomaceous earth if you are interested in a cheap, non-toxic, and effective option.

Diatomaceous earth is actually becoming known as a potential carcinogen. Probably not worth the solution. Not that bug spray is healthy either.

I may bug bomb the place and leave for the weekend.

If there are bed bugs bug bombs (foggers) are useless, that chemical will not faze them. Spend $50.00 and get a licensed exterminator company to come out and analyze the situation and the cost to remedy.

Are you sure its just not an allergy? I developed similar symptoms upon moving here, but mostly around the hands and forearms. Still not sure what it is, but I get flare ups from time to time.

Monsoon season? Check. Bites on exposed areas while sleeping (ankles, wrists, face)? Check. I am going through the third summer with this issue. It is mosquitoes.

My girlfriend, my two kids (2 1/2, 1) and I go out to parks frequently, and since it's summer, it's later (past 7PM or so). We're only at a park for 20-30 minutes, but when we leave, they've got little red bumps all over the place. They get chewed up on exposed areas like they're bug candy, but I never get a single bite. Guess I must smell funny to bugs or something. This really only seems to be a summer problem.
