I say this is a good approach by the County and hopefully it provides a net benefit for all parties involved. It also probably solidifies the DBack's stance that the county is responsible for a large portion of these repairs and County just doesn't want to pay up!
Provided it's a legitimate sale to an actual investment group, as opposed to a straw-man entity held by the ball club, this is a brilliant move by the County.

It gets local government's out of the professional sports business where they were always the lesser partner (public risk, private gain). Let one set of private businessmen (team owners) battle it out with another set of private businessmen (stadium owners) if there's an issue with how big the scoreboard needs to be...

The only thing that I fear (given the general stupidity that gets wrapped up in all things Stadia) is an idiot cash investment in the purchasing group by some public employee's union or such. Especially if the sale is tied to that particular investment being made. (I probably shouldn't have written that for the world to see because that would make a pretty sweet deal for a buyer and an easy give for a public commissioner)
