30-40 minutes outside of Phoenix itself still pretty much keeps you in the valley - which means it's going to feel just about the same. There might be a 3-5 degree difference from one area to another, but not enough to make a significant difference in the summers. For a significant difference take a look at Prescott or maybe Tucson (although it still gets pretty hot there in the summers too, it's cooler than Phoenix in general)

My husband and I are from Alberta, Canada, so are right there with you when it comes to getting the heck away from the cold and snow! We've been to Chandler a few times in the dead of summer, and I must say that, like most things, you get used to the heat. The first time we visited in July, we just about died haha. Now, it's just the way things are. You aren't going to want to play tennis at noon, but walking from the car to the mall isn't going to put fear in your heart, either.

And give me too much heat over too much cold ANY day. ::glares at my winter boots and coat and sweater and long underwear and toque and mitts and space heater and shovel and wool socks::

I would answer that as a yes and no. It is routinely 4-5 degrees cooler at my house 45 min from downtown, but when it's 115 degrees what difference does it make.

If you lived up north, it might make a few degrees difference at most. I have family up by Carefree, and when we leave central Scottsdale it can be a blistering 114 degrees. When we get up there, Ive seen it as low as 105, which does make a difference. Its still piping hot, but a bit more manageable I'd guess you'd say.

I'm from PA and hate the cold (anything under 45, I'm uncomfortable) and I really hate snow. I'm sure extreme heat isn't pleasant, but out of the two bads, I'm thinking I would rather deal with heat because I don't have to deal with snow. In PA, it gets cold around November to April...sometimes having cold weather and snow extend into April. Also, our summer can get pretty humid which sucks. Fall and spring are the best seasons, but I feel like the last few years, we skipped spring and went right into summer.
You have received a good amount of information on the temps, but I'd like to add a few things to the list. To be honest summers run from mid to late May until late October sometimes. Having lived in the east myself prior to moving here I can say that I do heat better than the cold and snow. While I do enjoy the dry heat I do miss having a little moisture in the air at times. We get moisture during our monsoon (rainy) season where there is humidity in the air, but it's nothing like back east. Nevertheless, people still complain about it, which I find humorous.

If you are like me, you will miss fall. The nice thing about Arizona is that you can escape the intense heat by driving to the mountains, usually. Sometimes those cities get warm as well (high 90s). Of course, if you haven't been here yet plan to make a trip out here in the summer to get a feel for it.

Here you can find what the temperature was on any given day in the past. I like to use the calendar function. It gives you a nice, easy to read format so you're not just considering averages but you're seeing what the actual daily temperatures were.

Here is July 2016

I'm from western NY which is similar to PA weather, though maybe colder with more snow. Phoenix summers are obviously hotter, but to me, more comfortable. I'll take 110+ and dry over 85 and 70% humidity but that's just me. Others would wilt in the heat. I find it refreshing. But even if you don't enjoy the heat, it's is a small trade off for not living in months and months of cold and rain.
