Uverse/DirecTV has contracts, Time Warner / Spectrum doesn't. I don't know about Dish.

Everybody who examines this from a channel number vs. frequency point of view should understand that digital channel numbering no longer has any correlation to frequency, although I believe the VHF high channels are still in the VHF high spectrum.

All the VHF low channels have long since migrated to UHF. Actually a year or so back I found maybe 2-3 stations in the entire US that had not yet migrated. Haven't researched it recently.

So your problem with NBC may be due to your antenna being pointed in the wrong direction.
KPNX (NBC affiliate) has its tower on South Mountain, not Mesa. It's licensed to Mesa.
