I thought the same thing but over the years I've seen/heard a few good ones. Like one time I was at a friends place and saw them pre set their oven to 500. They were cooking at 350 but thought setting it to 500 would heat up the oven faster!

You mean that doesn't make the heat hotter? LOL!

It might be true for multi-stage systems. The fancier systems today have compressors that run at different capacities, and blowers that run at different speeds.

I'd highly doubt the OP has such a system in his rental, of course

There is a delay/anticipator on thermostats so putting it on 72 could very well cool it to 75 quicker than putting it on 75. I just took a Lennox course on thermostats.

Won't that only apply once the system has achieved the set temperature though? Simply to ensure that it doesn't constantly cycle on and off?

The anticipator is used when the set point changes. Let's say you are at work all day and want 80 F while you are gone. But when you arrive home at 6pm you'd like it to be 75 F. So the thermostat will start the cool down early enough so it's 75 F at 6pm.

A friend of mine was trying to use his thermostat to take advantage of the SRP time of use plan, but the anticipator made it difficult to start the A/C at a specific time of day. Seems like there should be a way to turn it off?

Everyone knows it's not how low you set it, but the speed with which you turn it down!

Even the old mercury style thermostats have features built in to accommodate delays. Usually they can be manually adjusted. Some of it involves reaction delay and placement of the thermostat, which is rarely by the unit. There are also contours in the glass bulb to prevent short cycling...almost like a hump.

The house I rent sucks! my room will never cool past 80 and gets up to 90 during the day. The rest of the house will cool to about 76 and no lower with the ac running non stop at 74. They finally added insulation to the attic which has helped some, but not enough.
