Outside of rush hour, there is nothing to be gained by taking 303 over the 101. I use both optionally to get up north from Goodyear. 101 is a little faster because everyone speeds and, for now at least it is easier to get on and transition to 17. 303 is less stressful. It is also only two lanes for much of it so you get a problem with trucks passing trucks. And, as someone mentioned above, there are several points where the overpasses are missing and traffic goes on what will one day be the exit/on ramps - not ideal for trucks.

FWIW, google and my nav system both tell me to use the 101 to get home from Flagstaff and have the 303 as a second option. Trucks have nav too. Signs are so 20th century.

All phases of the 303 from I-10 to the 17 are not done. ADOT is widening the 303 between Lake Pleasant and Happy Valley pkwys in 2019. They are also constructing traffic interchanges at Northern Avenue and Olive in 2022. Still, it is a good idea to have signage that reflects current conditions.

Keep in mind that replacing signage may be expensive and that in the long run there should be a cost vs. benefit judgement, since of course the cost of signage (and all the rest) comes from taxpayer money which we all pay.

Also, drivers should be aware of optimum routes and construction delays since it is all publicly accessible information.

ADOT routinely replaces signage, much more often than CalTrans. Installing a sign, even if it is only pertinent for a couple of years, is something ADOT would do.
