That's a nice low electric bill, but that's also not a lot of BTUs of cooling compared to what most family-sized homes need. My 2300 sq. ft home needs one 5 ton unit.

Also, when are HVAC installers going to stop charging a small fortune to install these mini-splits? I had one company quote me an install price for a 18000 BTU mini. The quote was so high I thought he was joking

BTW, Mr. Cool now makes DIY install-able mini-splits (sold at Home Depot.)

There is a ton of youtube videos for DIY mini-split installs. Mine was 795 total, for Samsung. My brother's was more like 4500.

Does anyone know how much a hour it would cost to run a 1/3 HP motor evaporative cooler (window mount) ?

Pennies.
My 6500 cfm swampy (2880 sf house) has a two horse motor and my cost is just a smidge over 5 cents an hour on low. 1/3 hp will be almost nothing.

The new (2016) 3 speed cooler I have is a mastercool model # MCP44E (3200CFM) & I pay 12 cents per kwh. I didn't use the cooler in 2016 or 2017. I just started using it in early july when the temp was 118 degrees. Today should be 110 degrees & the nights in july have been in the 70s.

According to the electric company (SCE) it cost approx. 25 cents a hour to run my 1/3 HP cooler. I expected it to be cheaper.

Love fresh air, so prefer evaporative cooler; but it's no contest during monsoon: you must have both. Not referring to expense. Really just prefer fresh air so would use evaporative whenever weather was good for it. In Chicago we have a fresh-air ventilation unit; but the causal season for that is winter. Seven months with the windows closed; no thanks.

I added on a evap cooler in 2007 because I could not stand waking up at 6 am in May and walking outside it was cooler then inside my house hearing my AC turn on. The fresh air in the house is the best part about it, but evaporative coolers take more maintenance then AC units not necessary more costly.

Unfortunately, with our metro's long string of high ozone days, I've left mine collecting dust. Not worth bringing in poor air quality indoors.
