What ever it was, the A/C is dead now. Blowing out hot air. Hopefully maintenance will be able to fix it tomorrow. I'll mention this to them. I don't know which unit outside is mine, to check.

Oh, the other thing sucking up the power WAS the A/C, even when just turned to "On" and the thermostat in use. I was surprised at the power that standby status uses.

Whatever the water noise was, it stopped when maintenance fixed the unit. There was an "electrical part that failed" but they didn't give details. Water noise has stopped and power usage is back down to zilch when in thermostat only mode (no fan/compressor use). Apparently it wasn't the coolant in the lines like the apartment A/C guy said it was
