Isn’t there a hotel on or near 44th and VB that offers parking and a shuttle to SkyHarbor?

Of course they expect a tip. Everyone does these days.

To the OP, I'd probably do one of the private lots like The Parking Spot where, as you said, they drop you right at your car. I am sure you can gt a wheelchair when you are dropped at the airport to get to your gate.

You can walk it. I just go out the east door and take a pathway to an elevator. Then you can take it up and get to the general area for the metro-rail connection. From there, you can walk down to the luggage area or gates. It takes about 5 minutes. I usually don't take the elevator - I like to hike up stairs for some cardio exercise. Even then it's still a short walk. I've done it many times to take the metro rail connection to 44th St. From the metro rail I like to go to ASU or Mesa. It's easy and cheap. Why take a $20 cab?

Phoenix Approves $100 Million To Extend Sky Train | KJZZ

For now, use the walkway between Terminals 2 & 3. According to the above article, construction is slated for the next phase of the SkyTrain from Terminal 3 to the Rental Car center. When it is finally finished by 2021 or 2022, the Sky Train will connect all terminals.
