Usually Nov to May period. Extreme hot summer months may burn open cut areas and disfigure trunk and/or discolor the areas where cut.

Actually, the company who does my "landscape upkeep" showed up today, and although it's an extra fee (which seems logical), they're doing them today.

I can't tell what you're asking. Are you asking for advice on how to trim palms, or are you looking for a company that does it? If the latter. here are three names: TreeTek, Aztec Landscaping (Gilbert), and Pablo BullBoxer31 at Rosescape.
