Would like to be in safe area with stores and restaurants close by. We are in our 20s and are artsy types.

First, welcome to City-Data!

The Phoenix metropolitan area is HUGE. Because it is so large, commuting across the city is not advisable. Try to find a place to live in an area convenient to your employment, or at least one person's employment. A fairly central location often works out well.

Artsy types?? Flagstaff then. IMO opinion you will find the Phoenix area to be a bit dry when it comes to your style.

Default Safe neighborhoods

Check out https://communitycrimemap.com/ and plug in the neighborhoods you are interested. We live in the bubble of Paradise Valley and own a property in the resort corridor of Scottsdale which is close to the Scottsdale Fashion mall and both are very low crime areas. Close in means higher prices, however. There are nice pockets all over town but long commutes aren’t fun so nicer to be close to your job. Many galleries left Old Town Scottsdale for lower rents near downtown Phoenix, especially Roosevelt neighborhood. Good luck with your move.

Roosevelt Row is the Arts District. Galleries, restaurants, bars, light rail. Tons of housing to choose from. In fact There is a First Friday art walk in Roosevelt Row.

Like others have stated, the Phoenix metro area is huge. It can take almost 90 minutes to drive from one end of town to the other. Find a job first, then find a neighborhood within 20-30 minutes. Generally the people your age will be central Phoenix, Tempe and parts of Scottsdale.

Wow never met someone from Maine here

If you work in Scottsdale you could live there or even Fountain Hills. They have a huge arts fest 2x year and is less expensive than some parts of Sdale and Roosevelt row (more house for buck). Poeple think FH is fancy and high end but not all of it. There are a lot of families and mixed ages, not just retirees. Beautiful scenery and close to lakes and 87 to Payson. If you are in your 20s it might be boring if you NEED city life, etc

Generally speaking stay in the East Valley, communities like Scottsdale,Tempe, Ahwatukee (actually city of Phoenix but more like East Valley cities) Mesa, Chandler, Gilbert, Queen Creek. Housing costs are more in the East Valley, but there is a reason for it. Less crime, nicer neighborhoods, although each city listed has sketchy areas. Tempe/Scottsdale/West Chandler puts you within 20 minutes of downtown Phoenix for sports events. The west Valley (roughly west of Central Avenue) has a different vibe all together. I've read that downtown Phoenix is attracting a younger hipper crowd, and I'm neither of those so I don't venture into Phoenix often and can't really say what it's like living there.
