I was driving on what I think was the US 60 and I saw a BMW with European plates was that some kind of diplomatic thing like a diplomat for one of the consulates in Phoenix had their car shipped out here?

Most likely, just someone who likes the European look as AZ does not require a front plate
Most Consulate & Diplomatic are clearly marked.

I see European front plates a lot on BMWs here in NC. It might be a thing with owners of European cars. I saw one on a Mercedes once too, and a Mini.

Yup...just an enthusiast thing...you can buy fake EU or "pick your country" plates online and have the customized. If it was a diplomat, they would have had either an AZ Honorary Consul plate on it or one issued by the state department.
