It's more than what you just mentioned. It also consists of at least 50 houses, not to mention a couple dozen businesses. And I'm sure the people of Tolleson would disagree with your sentiment. Tolleson is only 6 sq miles, so the 202 running through would have basically destroyed the city

Right, but "highest and best use" has nothing to do with the opinions of only a handful of local residents, it has to do with what is the greatest benefit for the most people.

One other area that should gain more commercial development in the future is around the 40th Street interchange. Some of it was planned regardless of the freeway alignment being there or not.
