My wife and I are Canadians and considering buying a property in the Greater Phoenix area to stay in during the winter months. Still in the budgeting phase.
Does anyone know of any national or local cable/internet provider that offers plans tailored to snowbirds' needs (with the option of activating or deactivating a subscription to match our stay in AZ)?

Cox does it. You sign up for services and then suspend them and restart. You pay $5-10 per month when not in use and you will get a bump up in price every year. Cox is not very cooperative (at least to me) when it comes to finding the right people over the phone to help with this, so patience and persistence are important.

I have used Cox for 10 years. I call every fall and get their best online signup deal and then cancel it every April. The suspend and put it on hold plan mentioned above will cost you more money to do.

When you cancel do you return boxes or have to wait for a tech on re-start?

who uses boxes anymore? Get rid of those overpriced, monthly payment monstrosities, just keep internet, and get a couple fire tv sticks/roku sticks/nvidia shield devices, and say good bye to monthly cable screw jobs..

I do it for tenants, but yeah, cable companies $^%#&%!

This. Just get something like AT&T Now or Hulu with your internet and you don't have to worry about a cable subscription. That's what we have and I couldn't be happier.

Whoops I only had internet and had my own router. For tv I have always used Shaw Canadian satellite.
