There was a little Indian culture festival in Scottsdale, which reminded me that I've been curious about fry bread. It looked like a puffier version of Chinese sesame pancakes. But I didn't feel like spending $5 there, because it seems to me that festival food is always insanely over-priced.

Any place, preferably on the east side of town, that you like?

I don't think you're going to get good bread for less than $5. Even though the ingredients are not expensive, there's a decent amount of labor involved. In the Salt River Indian Community, there's the Stand. I think the prices begin at $5 for the simplest varieties with other costing a few dollars more. The Stand is located at Alma School and Indian School roads. Note: The Stand is just like its name would imply. It's a stand and nothing more. You sit outside to eat your food. If you want more of a restaurant feel, the Fry Bread House on 7th Avenue in central Phoenix is great, but prices will be closer to $10. Also, this weekend the annual hoop dance championship is occuring at the Heard Museum, and there's always a fry bread vendor there.

A lot of frybread is topped and eats like a meal.

Send a sandwich can run $7-$10 anymore, a Chipotle burrito, etc.

Fry bread isn't that far off the mark to those

It's good -- not just for fry bread with all sorts of toppings, but also for items like green chile stew and burritos. It won't fulfill the OP's price expectations (I don't think any place will.), but it's worth the money and not terribly expensive by restaurant standards.
